The bezel on my 1680 is very hard to turn. So much so, that it won't go any further than 2 hours in either direction. It gets stuck and takes quite a bit of force to turn it back. My local AD said it would be two months and at least 00 to fix it. Holy crap is right! I got my 14060M about 6 weeks ago, and so far it's been an almost perfect watch -- I say almost because (i) the bezel was pretty hard to turn -- difficult to me to imagine turning it with gloves on while diving and (ii) the bezel didn't quite line up at the 12:00 mark, which flared up my OCD tendencies.

But it's gotten to the point now that I literally have to take the watch off my wrist to turn it. My Breitling Navitimer sat around for a long time, unworn and unserviced. The bezel was nearly impossible to turn. I took some unwaxed (that's important here) floss and cleaned out around the bezel. Obviously these are two different implementations of a rotating bezel but it may be worth a shot.This instructable will guide you through removing and replacing the bezel on your Rolex Submariner.
